It's not really original: All criminal player killers should appear on a universal bounty board and if a killer is selected by another player their current location should be visible on the bounty hunters galmap.
All other C&P complexity, ATR, karma, notoriety etc would be moot as this would be a self managing system.
Wanted holo's should appear outside stations nearest to the last known location of the perp'.

A very good point.
It would be really cool if the location tracker would be a bit "vague" when the perps were in Anarchy systems -> perhaps a 100 ly radius of approximate location.
Only when the perp enters Medium to High Sec systems would the location resolve into something useful for bounty hunters.

To kill players they have to be in open. The galmap location should track them whatever mode they are in.

This is something I would not be for. Wanted players should not show up in the GalMap. This would just devolve into a griefing war. There needs to be some effort in finding them and no bounty should identify the target as a real player. (sure you can probably figure it out by their player name but I don't want the game to identify players directly)
And there should be safe havens for bad guys. I would think Archon Delaine controlled systems would be open to all criminals.
