The Threat Level system desperately needs a rework.

The Threat Level system is functionally useless as far as missions are concerned.

This is a wing takedown mission. These missions attack the player with entire wings of engineered enemies, and are among the most difficult PVE content in the game. It is labeled as 'Threat 8'.

THIS is a source and return mission for 728 units of Liquid Oxygen. This can be freely purchased almost anywhere, and can be carried in a single load with zero risk by a shieldless type 9. It is ALSO labeled as 'Threat 8'.

See the problem?

Here, another example! The first is a basic source and return mission, for a common commodity located in unlimited quantity 25ly away. It is threat 8. The other is a SMUGGLING mission asking me to deliver an ILLEGAL commodity nearly THREE HUNDRED LIGHT YEARS, WITHOUT BEING SCANNED...and it, too, is threat 8.

Threat Levels desperately need a rework. While the wing takedown mission MIGHT be accurate at threat 8(assuming one doesn't consider Thargoid combat, which starts at threat 5 and is substantially more difficult), having basic trade, delivery, or source missions at anything over MAYBE threat 3 is patently absurd.

How can we expect new players to learn the game, when the game's information is useless at best, and actively deceptive at worst?
 
The same goes for ground missions. I have found the TL to be nearly useless in actually informing me of the type of danger I can expect to encounter.
 
I think TL number shows maximum possible pirate quality sent to you. I.e. 8 maybe full engineered Elite. Nobody said it will come or will catch you.
I'm not 100% sure, but I think that's based on your combat rank, not the threat rating. I'm never chased by eagles and such anymore regardless of threat level anymore.

That's also.
I.e. if u're new player you will not get missions 8 offered.
But low-levels still may happen. I get interdicted by 1-hit NPC time-to-time yet. Not often, but happens.
 
As a console player we still go off "rank" when it comes to combat missions. If it's deadly or elite fully expect a wing of 2-3 engineered ships such as vultures, FDLs with one large ship consisting of a vette or conda which makes sense.

Trade and exploration ranks in other missions are virtually pointless. The only real risk is interdiction by NPC's which are Hella easy to escape, or accidentally hitting a star. Or getting scanned by station security. Virtually no threat.
 
Mission threat level is basically the mission rank that used to be displayed on Horizons. I don't know why they didn't just keep it.

An "Elite trade rank" mission asking for 192 tons of cargo to be delivered makes more sense than "threat level 8". Threat level already existed in another part of the game so it becomes even more confusing - the USS signals in which anything above like 5-6 is clearly wing content. Such distinction does not exist between wing and solo missions.
 
On a smaller scale, I have just started doing some pirate bounty hunting missions. I have worked out that I can manage up to threat level 4 without a problem. In fact, quite often when the threat level is 4, once you get to the system, the threat level is then 2.
However - I have found no pirate bounty hunting missions of threat level 5, 6 or 7*. It's 2,4 or 8 with nothing in between. I did try an 8 but my conda got toasted (although to be fair, I think I have improved a bit by doing level 4 missions - am getting much better at managing pips and deploying my fighter).
