I gotta go to work soon so I'll post what I've done so far (lost a lot of time putting everything into plaintext lol, if I made a mistake, let me know):

Frequency analysis:

I think I'm on the right track here with my assumption that the number pairs are plain substitutes for letters in the english language, I'm wanting to analyse the 'first letter of word' relative frequency too, but I'll have to wait til after work to continue, if I'm right, I'll be able to substitute at least 70-80% of the message and then fill in the blanks (since not all of the frequencies from the sequence will properly match the universal ones)). I don't think there's a q,x or z in the message. And the double u is worrisome, but I'll figure it out.

I'm also not sure if the background binary code is relevant. I should probably look into it.

Thanks for the challenge, this is fun! I'm bound to reciprocate.

You were on the right path of thinking, just dunno if you would of gotten closer. I'll explain if you can figure out how the numbers correlate to those letters in particular. :)

Damn, I totally forgot about this! I'm really caught up in the Raxxla thread... Don't mean to keep you waiting but I'll have time to continue this puzzle tomorrow! I must congratulate my intuition on figuring out the missing Q / X without proper analysis of the values and a 1 to 1 table :p

I wanna give other people the chance to have a crack at it as well. I'm fairly confident I could solve it, so yeah.

What we have:

1) part of a location

<CT>O 5QC2BY81-26.6348 BY 144.1029

O type star? 5QC 2 BY 81 / -26.6348 BY 144.1029

I'm guessing the riddle will solve more of this part and I'm also guessing the "automated deciphering" is part of how the number pairs related to the alphabet in the riddle, but I'm gonna try and crack it anyway.

2) the riddle

UNDER A DARK CLOUD,
THE OBSERVERS WILL AWAKEN.
OUR KEEPER IS A TIRED MAN
WHO HOLDS A
KEY OF SEVEN. (musical key?, ROT7?, ...)
WRITING FOR
MORSE TO MEET
THE RED DWARF OF MUSCA.

Nice little riddle, gonna give it some thought. It's interesting to learn that you can decode something without actually knowing how it was coded in the first place. I still have no idea how you paired the letters to the number pairs, yet I was able to pair them through the application of a form of probabilistic analysis.

@ModishNouns, I think the preceding 1-, 2-, 3- and 4- are related to the decoding method and will most likely decode the location bit further. Keep doing what you do, I'm not entirely sure how the "automated deciphering" part will be decoded. Having a look at it just now.

The key of 7 : the Pleiades sisters ?
Our Keeper: Atlas ? father of the seven sisters, also with the weight of the world he would be a bit tired. _edit:_ Atlas Research Group also is a faction on Merope

Musca is a constellation, contains no Red Dwarf but does contain a red giant (Epsilon Muscae) and also a binary system (Nova Muscae) containing a black hole and a Sol-like sun...

"writing for Morse to meet"....we sure it's not "Waiting"...as if "Morse" would be a comet of sorts? (don't do the google search unless you want to be inundated with Fortnight/Tilted Towers/Morse code results)

There is a Jon Morse that wrote papers on accretion disks and outflows from young stellar objects. See Nova Muscae.

Indeed, Atlas and his Hesperides (seven sisters, also just four of them in other sources); Aiopis, Antheia, Donakis, Kalypso, Mermesa, Nelisa and Tara. Another source labels them as Aegle, Erythea, Arethusa, Hestia, Hespera, Hesperusa and Hespereia. These are often pictured as sleeping in renaissance paintings, on vases, and most of them have to do with themes or symbols of a coming darkness or sleep. The Hesperides are also known as the 'Atlantides' and the 'Daughters of the Evening'.

If the reference in the third line is indeed one to Atlas, the key he is holding ("who holds a key of seven"), is our Earth and it has 7 continents. Since the Atlantic Ocean refers to Atlas ('Atlantis', 'island of atlas'), this would make sense. In order for us to figure out the exact reference, we need more on the other lines and some hypotheses on what we're actually looking for.

UNDER A DARK CLOUD,
THE OBSERVERS WILL AWAKEN.
OUR KEEPER IS A TIRED MAN
WHO HOLDS A KEY OF SEVEN.
WRITING FOR MORSE TO MEET
THE RED DWARF OF MUSCA.

(Nebula / Shroud / Musca Dark Region?)

(Guardians? Watchers?)

More loose notes based on your find:

"UNDER A DARK CLOUD,
THE OBSERVERS WILL AWAKEN.
OUR KEEPER IS A TIRED MAN
WHO HOLDS A KEY OF SEVEN.
WRITING FOR MORSE TO MEET
THE RED DWARF OF MUSCA.
"

when the sky gets dark, the observers start observing.
Keeper of the seven keys...an album by the band "helloween"...meaning Jesus Christ.
Probably...the writer of the band helloween always wanted to meet Steve Morse.

Anyway...the red dwarf was a TV show from 1989. which fits with the helloween idea, because this album was popular at the late 80ties early 90ties...

as EDSM says: there are two systems with red dwarves in the Musca dark region systems...one with 8 planets.
