Isnt Sothis considered in the Bubble?
There isnt a system colonization contact in Sothis.

I suspect, but do not know, that when there are no unpopulated systems within colonisation range of a system that the System Colonisation contact disappears.
I suspect this because the SCC disappeared from the first system I colonised and there are no longer any unpopulated systems within the range limit of colonisation.

Having said that, there seem to be quite a number of zero population systems within the colonisation limiting radius - which leads me to think that it may be that the lack of SCC is due to something Frontier did.

There's quite a few outlying systems on the edges of the bubble that don't have the colonisation tag.
My own theory is that Frontier decided these systems would give too much of a 'head start' for the colonisation process (and players) update when released, preferring to keep players to a more constrained area, at least at the beginning. Probably why the Colonia bridge stations (and Colonia) were also not included either.
It will be interesting to see if some of these areas suddenly show the colonisation tag when players reach the immediate area, though some stations have colonisation showing suspended at the moment.
In the Coalsack region there is a station (not player created) with the colonisation suspended tag showing and yet in another systems station (in the same general area) the colonisation tag is missing completely from the services menu. Players colonising out from the bubble have reached this area now, so I'm intrigued as what will eventually show up in the stations services menu,

Probably not - it's about 500LY from Sol which may have been considered a bit far.
There is various colonisation starting to build up in that direction which is getting pretty close to Robigo, so there'll probably be contacts you can use in that area in a few weeks.
