No they are quite amenable to name changing. I think there is a limit to how often per year it can be done but no it's quite easy.
Speaking from actual experience.
It also does not effect your friends list or your Private Groups.
All your friends remain (they may be puzzled!) and your Private Group access is not changed. If you had a Private Group in your own name that is also changed to your new name.

My first commander is my forum name, I've used that for quite a while in gaming. I was trying to think of something that was kinda like the earlier movie/TV type names, Johnny Quest, Speed Racer, Buck Rodgers... Something that suggests space travel and the old movie type heros... So I named my second commander Johnny Rocket.
According to the Frontier website, you can change your name in game with a request to support, but reading between the lines, they don't like you to do that. Other than that, your only option is "Clear Save" and then "Create New Cmdr"
I have been using Kilvenny for years, but someone nicked it on one game site, so I had to invent a first name to accommodate and hence Lance Kilvenny was born. 8 character user name, character from a book, morphed slightly to form something unique. The initial name was dreamed up during a training course on VMS down in Reading (UK), thirty years ago. Advice get a good one and build a persona around it.
This also holds if you clear save and start afresh.
I got "The Hunter Of Wet". I think I'll pass.

I'd just like to reiterate that at no time did I feel that support were reluctant to help me with my name change. All good from them
Of course if every CMDR emailed them today with such a request it might raise an eyebrow!
Do you also happen to know if first discoveries are updated to the new name, too? Probably yes. Can anyone confirm?

btw. people in-game keep calling me a poor man's ozric, or a knock-off ozric only because he's sort of famous now, and we listen to the same band. can fd change my name without teh save wipe?
I'm not 100% .. but I don't think it does (For first discoveries) .. I think the name you discovered them with is the one that stays.. But again I am not positive on that.
