Grand Theft Auto 5's release date has been rejigged from March 24 to April 14 according to a new update on Rockstar's Newswire. That's the second delay in six weeks.
"Our apologies to PC gamers worldwide who have been counting down the days until the launch of the game," says the official statement, "but a bit more time is needed to ensure that the game is as polished as possible.

That is not evidence. It is official press release to your kind of people.
It work like this. don't argue with customer. The are always right. As it like talking to a brick wall.
Not hat they are right. But arguing is wasted energy.
So better to be as positive as much admit and apologize. And go on.
I don't see why they need to apologize to deliver a better game then it is now.

Also sandbox game need much more Q&A then corridor games as the more there is to do the more things need to be tested.

It means that or studio cover this delay in cost or the publisher back that up. If studio or publisher can't back it up.
The other way is you get the situation of X-rebirth which needed years of Q&A and even reach feature complete state. Instead went for rushed out release.

What you demand is actually this.
1 ) Don't say Yes to publisher green light with unreasonable deadline.
2 ) unless if you do cut enough in the design and let publisher agree on that or decline if not. // Well this takes huge ball, and is hard if studio depend on it and project green lite are really hard to get.
3 ) Focus on production and planning and aim for the most key prim feature that fit in it and some secondary's that can be axed. Without crunch time. incorporating a decent amount of Q&A and polish.
Making what is possible within budged and time instead making something great that fit in that budged. So having a great producer who keep the visionary at bay. A Dev with these balls don't need a producer as he is really capable to handle that task well.
4 ) Reasonable milestones so less risky feature avoid R&D using proving routine solution. So no R&D feasibility.
5 ) not pushing the hardware. avoid innovation and originality as that very difficult to plan for avoid risk.
6 ) Using proven development tools so don't shift to the latest unproven unfamiliar versions.
7 ) Don't give in to demanding changes unless they are covert in re-planning and cost coverage // Need great ball to and stand your ground.
8 ) Crunch time is bad symptom that is result of not having point 1 to 7.

Well you get a decent robust game that often don't stand out or show great GFX. But does what it do very well. And With pro and experience and routine team delivered on time.

Problem with most production is the lack off a producer or not a good one, or those dev's that think crunch time is something that part of game branch.
Also often the game designer and visionair and producer are the same person.

Also most dev's are very passionate and are more focusing on making great game with budged and plan not realistic.

Someone I know worked on the game. I kept asking about the release date and he'd just laugh at the idea it was anywhere near the announced release date.
