Might be the case that the same faction is in control of both locations? I assume that individual is the same person from that faction who's assigned to deal with you on space-Teams or whatever.
For whatever reason she seem rather smug, too.

No. I forget what it is. I am sure this is a reference that I can't recall right now.
It seems to me when they changed how the faces were generated a few years back there is now much less variation, just a few basic faces, hairstyles, and whatnot, that are mixed and matched, so wouldn't be surprising if there were very similar NPCs out there.
My FC has a number of similar looking crew, despite rolling and rerolling to try and get them to look different, but in the end, mainly ended up with different coloured hair or something else a bit different.
Strangely enough though, older NPCs still look quite different from the newer ones, like my SLF pilot, although a bit changed, is quite different to the newer NPCs in looks as well as our faction's main contact, they've retained their look.
