Is it just me or does anyone else miss having the ship drop out of frame shift to minimum throttle, instead of remaining wide open from when you jumped. I have had more emergency stops from forgetting and nearly flying into stars lol.

Turn flight assist off before jumping and your throttle will always be at zero on arrival.
I've gotten into the habit of throttling down when I hear the countdown start, unless I know the destination system and I know it's ok to keep the throttle up.

scooping at full throttle gets your tanks topped off a lot faster

Not strictly true. Because you are never stationary in supercruise, if you are close to the star and at minimum speed, you can still get your full rate of scoopness (?).
Arriving at full throttle is much better when you're travelling across multiple systems and need to scoop.
We aren't talking all that much in saving though - more slight inconveniences. However if you know the star type before jumping in then you are set.
Jump in to a Neutron Star system at full throttle ... Will be an unpleasant / mild heart stopping experience at best
Yeah it's true. You travel at 30km/s even at minimum throttle in supercruise.
