It's a long running problem with Frontier- they create great in game content, then don't leave any kind of hint about how to access it. That leads to committed players getting frustrated and less committed players moving on to something less obtuse. Meanwhile this forum gets topped up with people complaining that there's nothing to do but grind.
If you have to consult an out of game resource to achieve something in game, then the game design has failed. Because if you're not able to do or achieve something in game with the resources provided by the game developer, then the content may very well stay permanently hidden from the majority of players. It's wasting development time and resources to fill the game with content no-one even knows about, much less uses...
