To Solo Play Players: If You Could Disable PVP, Would You Play in Open Play Mode Instead?

it doesn't matter how old it is, it was said by the Lead Designer of Elite and there was no other statement that something had changed.
The same Lead Designer who said that menu exit, at any time, is permissible - and acknowledged that not all players would agree.

He also advised a player, just before launch, to use the block feature when the player complained about serial interdiction by a player while playing in Open.

I haven't played since ages, but when I did I remained in open despite being fully PVE. Human players posed at least some threat and it was still easy to get away most of the time. And proper pirates were usually fair and let me go away after yielding to demands. Arriving from an exploration in open was always thrilling too.

So ramming at the station aside it was much better in open than in the boring solo.

I'm talking about a task kill (Alt+F4) which is used by the vast majority of combat loggers, not about 15 secs menu log (which is recognized by the frontier as legit and not bannable, but also disliked by most players and squadrons)

So.. should I ask before any interaction if he can survive most game situations? whether to test it and see what happens? if it survives he wasn't newbee, and if his ship go boom he was?

A player stops to be a newbee when he flies off the starting systems, because there is no way for you to check his stats. Even a mostly harmless sidewinder can be elite in trading and exploration and have billions in his account. You don't know that.
if you want you can ask but also you can test him without any word. if player survive your attacks then he's not newbee if he not survive then in mostly cases he is newbee.
all ranks mean nothing in pvp only your skill can help you. so this is why i not play EVE i want to level up my skills not my avatar skills.

You do know why. You're just pretending that cheating is OK provided you can come up with a plausible excuse. It's not. It's cheating.
I never said it's okay to do that. And no, you can't discern the reason for a disconnect:
  • Power outage
  • Crash
  • Internet outage
All of these are not in control of the peer.
