In my experience - yes.
Best case is finding a "distress signal" POI with an intact ship with two PR slots.
Yes they sometimes are target of "recover item from wreckage/crash" missions
although it does not make much sense,
because it is an emergency landing situation, ship is not damaged at all.

I have grinded 29 working PRs in about an hour in alpha AFAIR

"For the science" naturally, because relogging is bad, and exploit, and cheating and ruins the game blablabla

"Normal" distress signal POI was sometimes expiring (disappearing) after relogging .
Mission POI can't expire unless you pick up item you were sent to get,
so you can abuse this fact if you feel like it (and if it's still working like it was in alpha).

Confirmed: collecting legit power regulators at "distress beacon" mission signal is still working like a charm If you don't despise relogging.
There is ca 50% chance you will get at least one intact PR in every instance.
Sometimes even two.

I took me about 40 minutes to collect 30 PRs.
With some breaks for RL interruptions.

I had a problem in Alpha 4 if I had a mixture of mission and non-mission items. I resolved that by dumping my stores of one or the other, after which the upgrades worked.

No idea if that's still relevant.

Relogging for re-salvaging a settlement still works,
you need to enter your ship, jump to SC, relog there and then land again.
I fly to 40km height just to be sure, when I was reloging instantly after entering SC it sometimes did NOT refill lockers/containers.

Not optimal, but obviously faster then

having to finish the mission,
fly back to source station,
accept reward,
take the mission again (IF it is still available from any faction),
fly back to settlement,
land,
repeat.
