Fair point but I bet they let the builder of the facility in if he shows up at the gate =)

Personally, I highly doubt it, unless it was for official business.
Edit: I'd actually be surprised if the gate security/ staff or even floor workers even knew who built their facilty.

So, who owns the refinery? They aren't allowed to protect their assets?
The Unauthourised Installation I built (Pirate Base) issued a fine and sent a few missiles at me when I decided to fly through its structure, how dare they! (and me being a career criminal etc...)
Nice asset to have at the primary star though, makes the journey to the port just a little more interesting if hauling cargo. (It isn't 'owned' by the controlling faction, so missions to hunt the other faction can be got from the starport, fun!)
