Powerplay wants us to expand forever so Turmoil is inevitable in the current game state.
It's even worth in fact, because turmoil is the only reward possible for being the best power.
ALD made errors mostly due to the difficulty we all have to organize expansions and the easiness merits grinders and any small groups of players can mess things up.
But all in all ALD played well, and their reward is turmoil... because that's the cycle Frontier created. Every power doing better than the others will reach turmoil eventually. rinse and repeat.
Maybe ALD didn't react enough last cycle. but again, Frontier is over estimating our capacity to organise a power.
Hell we can't even correspond and give objectives in game, how could we efficiently organise!
My power spent the last cycle fighting itself in order to prepare the good systems. how is that even fun ? Frontier needs to change that.
There is not much we can do to avoid turmoil in fact and this is very annoying.
In my opinion power play will be flawed as long as expansion mechanics will be such a cacophony.
