Tweak for Logout-timer in combat

While I see the need for a legit way to leave the game when something important in RL requires a player's attention, the current implementation of the logout-countdown (15 seconds) is very prone to abuse:

1. If a player starts the logout-process as soon as he gets interdicted by another player or NPCc, the countdown will usually be finished, before both players can even meet each other in the real-space instance. This can be (and is regularly) abused to avoid combat entirely, PvP as well as PvE.

2. Given the short time of the countdown and the absence of any visual hint other players cannot even tell a legit logout apart from an abusive combat-log, which is regarded as cheating. This probably results in many unnecessary reports of suspected cheating.


My suggestion to solve these issues:

- Increase the logout timer to at least 30, better 45-60 seconds to prevent abuse as described in 1.)

- Give the other player(s) in the instance a visual indication (i.e. system message in the chat window) whenever the logout-timer is initiated. This will prevent abuse with the intention to avoid being pirated (wait for the timer to finish while the pirate is waiting for cargo being dropped), and it will probably considerably reduce false cheating-reports, since the other player can now tell the difference between a legit logout and an ungraceful exit.
