Two shot kill on-foot? What am I missing?

Visiting POI and I get gunned down in two shots. And even if they have not seen me they run right at me????
Is this bugs or Iam missing something?

I thought I was getting gud until a shaper shooter took me out in two shots on a roof top I was crouching on in a mission. Also in POIs they are the most dangerous even in your SRV as they can shoot the furthest. It's best to take these guys out first.

They are also the only one that pose a serious threat to your ship when you're hovering.

I had a long exchange with a sharpshooter on an adjacent roof once - dodge left then right as they fired - then try the same to them. They seemed to have a lot of ammunition, so eventually I lured then to a meeting place and shot them with a laser sidearm :)

Just as a general FYI this happened to me in my ship as well. Black box recovery, warp in fly forward, hear lasers, dead. Turns out two ships warp in behind you as you approach (or is there stealth in game?).

Knowledge is the determining factor.

Sharpshooters are very bad at shooting moving targets, if you strafe them they usually can't hit you. Careful with cover, it doesn't always save you if you can't see the sharpshooter.
