No sped up. The sound was analyzed by ear and eye, with the help of a sound visualizing software (Sonic Visualizer), to distinguish dots and dashes.

I did see the decodings of the ships - excellent stuff. but the original sound sped up I didn't know was gone, and that people were using visual analysis.
Well, nothing ventured, nothing gained
I too am a s/w engineer working in Forensic Linguistics: if I can help, let me know - though my work to date has not covered alien decodings!
Apparently someone (Palin were looking at you) has hacked the Canonn servers and acquired some internal drafts ...

Does anybody know if the signals from a specific UA are always the same, or vary according to location etc.? I'll see what I can come up with later...

Station Services Suspended at Gurragchaa Gateway
28 OCT 3301
Following recent news of technical issues in the Warkushanui system, officials at Gurragchaa Gateway have announced that all station services, bar refuelling and rearming, have been suspended. A member of the starport's technical team released a brief statement:
"Due to ongoing technical issues, we are currently unable to offer access to the commodities market, shipyard and outfitting services, and other frontline facilities. We are still trying to determine the cause of the problem, and will notify the public as soon as services are reinstated. Your patience and understanding are appreciated."
Shortly after this statement was released, a Federal source issued an official travel warning advising pilots to avoid the starport entirely.

Also, EAGLE 5 mentioned (here) listening to the sounds, and one in particular described as a "slimy zipper". Curious, was this the sound? **Edit** see below, wrong file**
I've listened to the UA for a good 30+ minutes on several occasions as well. That particular sound is odd (even if not the one EAGLE 5 meant).... there are also several more instances during the loop that you can barely hear a sound like that. I started trying to clean it up as best I can. As soon as I can get that into an uploaded format and get it on YT, I'll post a link.... but in the mean time, and this is going to sound nuts, it sounds like vocal audio.
I can't explain exactly what it sounds like, but for those who've messed around with audio files enough know what a .raw audio file can sound like if you 'almost, but not quite get it right'. Does that make sense? Like the bit depth is just slightly off and you can hear what sounds like distorted/static-y vocal that's either sped up or slowed down. Well, in this case, slightly slowed down. Increase the speed from 1x to 1.5 through 1.8x and it may be easier to see why I say this.
The problem I'm having with trying to clean it up... I can remove vocals from audio like a champ (thanks to easy peasy "effects" available in anything from Sound Forge to Audacity), but I can't "isolate" the vocals clearly enough to make out. (After trying several times, it honestly sounds like it's saying "Can you hear me?" or "Don't come near me"). For all I know, it could just be something that the Devs used as just sound effects and has nothing to do with the UA mystery.
Unfortunately, if you listen "anything" repeatedly enough, it starts to sound like 'stuff'... like in this video... (listen to it for a good minute and you'll hear him saying other things: https://www.youtube.com/watch?v=1eApR0PFP50
I'll try to get an edited version of my mp3 file uploaded and linked here in the next hour or so, along with a better description of what all I've done (as far as editing) to come to this "it's vocal" thought.

So.... during a lockdown period due to significant technical difficulties the station authorities in their infinite wisdom decide to maintain refuel and rearming services.... in other words the transfer of flammable and explosive goods....
Seems legit.
