Yes, just as likely. In fact more likely based on probability.
Please consider the possibility that the UAs are pointing to Merope for a different reason than barnacles. UAs pointing = clue 1. Barnacles will lead to clue 2. Michael knows we are well aware that the UAs point to Merope. He also knows that people have been searching the hell out of Merope for the entire beta, the entire holiday break, and every day since. Over 2 months. If they hand placed barnacles in Merope and that's why the UAs were pointing there, do you really think he would feel the need to come on here and give us a clue?
If anything, the clue is meant to tell us to search the whole nebula and stop searching just in Merope!
If they were in Merope, his clue would be "Keep doing what you've been doing. You'll find them eventually. You've just been incredibly unlucky since the beginning of horizons beta."
We haven't actually searched Merope as much as you'd think, people gave up on it pretty quickly back at the start, and not everyone was looking for fixed POI's. A few weeks ago the general consensus was "If you don't find them within 10-20 POI's they're probably not there since the in game description says "common in some parts of space"" searches lasted some hours, but were not overly extensive. The searching for fixed POI's happened at the start for a little while, but only about as long as we have been searching so far in this big Barnacle hunt.
Since then a lot of people have taken a "oh well everyone is already searching/ has already searched merope so I won't bother" (myself included for a while)
The problem is without actually recording who has searched where and for how long we can't actually say "Merope has been thoroughly searched" because we don't know that.
Also MB came along to confirm Pleiades because at that point pretty much everyone had gone "well we've looked there and they aren't there", or "no way Barnacles and UA's are related" and he came long to say "no they are you just didn't look hard enough"
