Cool, i will follow this, as im doing this too.

MEETING REQUIREMENTS

Attain a maximum distance from your career start location of at least 5,000 light years.

UNLOCK REQUIREMENTS

Provide 25 units of Unknown Fragments.

Just land there and go to outfitting in the station services, you don't need to unlock Palin as far as I know.

*Sigh* just went to upgrade my fsd to level 4 at elvira and the server ate my mats D: was gonna use it for when I get one of palins racks(and now i still have my level 3 fsd)
(Tho I guess thats my fault for doing that right as the server was going down i suppose!

Pretty sure that's not it, I've been to the crab nebula and I don't have an invite.
The invite comes from Qwent, you have to be Level 3.5 with him to get it.
You do not have to Unlock Palin (deliver the UFs) to be able to by a CRCR, just getting the invite is sufficient.

Lots of t's there... maybe the UA needs biscuits? ;)

FYI, doing a quick frequency analysis on your wall of text:

If you paste your text into the page linked above, you'll get frequency of multi-letter combinations as well. For example, you have 12 instances of mai, but no maia. You have 22 instances of tea and 30 of ate, but none of eat. You have lots of tat (27), but no t-i-t (yeah, that got censored). The most common 6-letter sequence is ttatea (17).

Oh, and you can't even begin to make a biscuit without a b.

Thank you for your interest!

The code is not complete and contains errors. Some dots and dashes are missing. The speed of the morse seems to change during transmission (either that, or the low framerate is the issue). This is the reason why there are so much 't's and 'e's etc. I looped 3 minutes of the video and played with the speed of the video player / the morse decoder settings per iteration. The outcome is the WOT I have posted.
In this case the statistic isn't worth much.

E.g. with the 'correct' settings I can reproduce the word 'maia' reliably. But that doesn't mean anything.
Here is a one minute loop with fixed settings (just some finetuning)

"My thanks go to those who took the time to support this campaign. The data you have provided will now be analysed, and with luck it will tell us more about what happens to the many spacefarers who disappear every day, every week, every year. How many are abducted? How many run out of fuel, far from home? And how many simply disappear without explanation? Your data will help us answer these questions."

Abducted by who?[alien]

wonder if they will find jaques?

Okay...

Believe me on my word when I say that there is NOTHING in game files that will help you/us solve this mystery. Apart from some folder naming that could hint some already present or future content (ships, stations, POIs, factions).
There is NOTHING about locations or positions because, fortunately, those are managed in a very different and, let me say "clever", way.
Don't you think that, rules or not, some happy someone should have solved it already a year ago at least? ;)
Reddit and Here included.

A developer. ;)
