Unable to place bins

You might find that the area in question isn't "flat" enough.
I myself have several areas where I can not place benches or bins because of slope issues.

If you believe that the terrain is flat enough to accommodate the components you are trying to place I would take a screen shot (preferably showing the red outline around the object you are trying to place) and submit the issue in the Bug Report Forum.

Thanks for the info. I noticed the red line around the bench. I realy hope they are going to adjust this because the terrain isnt editable ion the career mode atm and now I have to move my relaxing area which is a wadte of money.
Yeah, the whole path system needs some work.
In the meantime, however, you really don't need bins and benches right at your food court. All peep needs run independently of each other so peeps will only sit down to eat if they're hungry and tired at the same time. Usually this isn't the case, especially if you've got a light scattering of benches all through the park. Thus, after buying food or drink, peeps will consume is as they walk towards their next destination, which means they dump their litter about 100m away from where they bought it.
I think that's been part of the delay with the picnic tables... .. .. reworking the guest brain to make them sit when appropriate.
