Yes, but an incomplete one. Ship names are still censored in the beta, even with the toggle off.
Maybe useful the moment some type of data becomes full, but not forever onward.

I could be misremembering but how it used to work was, it would only appear once when your data filled. But too many people missed it and complained. So now we get to enjoy it in all it's glory.

The info panel is completely useless when mining, as I can never see the damn thing because of useless messages plastered over top of the ones I actually want to see.

That's because a ship name can be on a decal on a ship which is a graphic element and thus if seen by someone with the profanity filter ON, then it can't be obsucure in real time. Unlike a text element in a comms panel which can be removed.
So, I doubt you will ever get it removed for ship names. Personally, I don't see the need to be offensive... shrugs
That decal is rendered client-side. The server sends the client the text and the type of nameplate used; there's nothing stopping the client then locally to decided whether to apply the filter to that name according to the toggle. Worst case it might require to restart or relog for a change to take effect if it cant re-render that decal when you change the toggle setting on the fly.

Yeah, there really needs another kind of 'level' for highlighting, rather then just the 'big' or normal text.

That Frontier thinks it's ok to censor what I see is personally more offensive than anything that could be put on the side of a ship. Doubly so because their censorship has gotten to the point it's interfering with basic communications.
