Unable to submit bug - Interstellar Factor is actually Combat Bonds Contact!

SOLVED. Legal Facilities, not Mercenary Facilities. Two contacts that offer Combat Bond payout and two contacts that SAY they're Interstellar Factors.
Sheesh!

I think the fine is due to bug 63015 where System Authority Anacondas fire at you when scanning. Naturally my ship fired back, shame on me...

Went to an Interstellar Factor to pay the fine. When you click the the "Mercenary Facilities" button, the header actually says "Mercenary Facilities" but the main screen is for Combat Bonds. Interstellar Factors are supposed to help clear ANY fines.
Happened at two stations.
Restarted game (rebooted system) and still happened.
Tried to report it to our fabulous Bug Tracking Database and it won't accept the bug. See the last screenshot.

IF Mercenary Facilities being for combat bonds seems normal to me. What happens if you click the "Legal Facilities" option?

IFs are also supposed to let you cash in bounties and combat bonds from out-of-system factions.

According to the screenshot, you tried to report it as a Chaos Gate bug. Is this yet another new problem with the bug tracker where it picks a random game for you as well?

Yep, Legal Facilities it is. WHY do they put Interstellar Factor on the Mercenary Facilities, and why do they have two facilities that do the same thing?

LOL I reported it as an Elite Dangerous bug during the session. Maybe going to Previous Screen caused it? Dunno when it changed to DemonHunters.
Thanks for clearing that up. Had me scratching my head, especially after seeing two contacts offering the same service.
I need more sleep.
 
The purpose of the "Mercenary Facilities" contact is meant to be to let you claim any outstanding combat bonds from a faction that isn't present in the current system (hence it's an "interstellar" facility). However since Odyssey's release it has been redundant because you can just claim them through the normal combat bonds contact without the 25% interstellar penalty, regardless of whether the paying faction is present or not.
So there is a bug, just not the one you reported (and apparently it's not one that fdev particularly cares about).

Interstellar Factors are an organisation that deals with the remote collection of money due to you that you would otherwise have to travel to get they will also pay fines and bounties off that you have incurred elsewhere. To stop things getting confusing they have separated fines and bounties which are legal matters from combat bonds and other legitimate mercenary activities.

Why do they deal with combat bonds, because sometimes people clear out before they have a chance to collect them.
Why are they separate offices, because they have to deal with different organisations the law for bounties etc the military for bonds.
