i thought you could only buy data for systems at a station a commander had sold the data at. so all my deep space discoveries are only available to buy if you docked at eagle station or gagarin gate? maybe i misunderstood that.
i understand why systems are unexplored when you go in and boing even if first discovered, and its not just a gameplay mechanic to ensure exploring still works when we have mapped every star (and i think its possible we can do it quicker than anyone suspected). systems are dynamic. so updated data is valuable, to see a systems stability. that elw might be uninhabitable next time around due to a solar flare blasting it or some asteroid impact for example. plus, the scientific community never likes one set of data to base a conclusion on. they probably wont believe there is an elw at a certain system until either an expedition is sent and comes back or multiple commanders have scanned and sold the data.
the technical problems with distribution of the information by FD also come in to it of course.
