if its locked prob nothing in it.ive unlocked most systems that are unlockable most are not worth the effort, appart from the obvious ones, still things may happen,07
 
All permit locked regions were probably locked just in case they might need them at some point. So some potential future expansion stuff wouldn't just materialize out of nowhere in already discovered space.
For what it's worth, all the sectors around Barnard's Loop were unlocked at first, and there was nothing special in them.

It was only after, i think, the Wings update? that these sectors were locked.

It was one of the more bizarre moves... since things like Regor and such were already locked for future content... locking even more in a general sense just doesn't make much sense.

Later than that - it was with the Engineers 2.1 update. I was on an expedition where the planning was done before the update and the expedition itself was after the update, so we ended up having to skip a couple of waypoints and do some unexpected navigation to reach some others.

If I'm still playing by the time Cone Sector is unlocked then there might be a "Revenge of the Crab" expedition to finish the job.
 
There'd be another big problem with unlocking systems in Legacy but not Live: if they'd ever be unlocked in Live too, players could know their contents already. Then if Frontier added new stuff there, people would already know where to look.
For example, suppose they put Thargoid Somethings in orbit of Ammonia Worlds in a previously-locked area. Normally, people would go in blind, and have to search for the systems - which could allow for some "fun" mechanics - but if the systems were unlocked in Legacy beforehand, then they could jump straight to the systems with the required worlds.

This will already happen with some of the locked areas by the way. (If they'll ever get unlocked, that is.) There are the ones that started unlocked (like Col 70 and the others nearby), then there are those that started locked, got unlocked for some time, then locked again. For example, the NGC 2286 Sector. I've got an Earth-like locked away in there :(
It might seem somewhat pointless to have locked those once-unlocked areas, but if you take a look at the galaxy, it's almost as if Frontier chose to have a locked area in most directions. Except Bovomit's more WSW than SW, and there's nothing down South.
 
There are an infinite number of possible reasons why FDev has kept systems locked. For all we know, these systems might be horribly broken. Example: Upon arrival, you get smacked by a star that is closely (and quickly) orbiting the main star. Imagine the outcry and support workload that would ensue if that happened.

As was stated earlier, why worry about a few (in comparison) locked systems when there are billions of others to discover?
