Unlocked Guardian FSD Booster and Shield reinforcement modules, shield modules not available

As title. I've definitely unlocked the shield modules, but they don't seem to be available to purchase at Shinrarta.

Is this a bug? Should I report it?

I think you'll find them in Hull Reinforcements. They don't have their own category.
