Unlocking Uma Laszlo: what sort of gameplay loop was that about?

The problem is that is the most efficient way to do it.
No of course its not. Its one of the least efficient ways.
Shut down a settlement including all thats running around there is. Earns you a heck of a lot more mats to boot.

Why would you wait at the mission board, take 45 missions and cancel them, and then ask on the forums why you should do that?
 
Luyten's Star had five of Sirius Corporation's Military Bases go dark a few minutes after I docked there.
Right under the noses of of their combat air patrol.

Their executes didn't like that one bit but in the setting of Elite, the lore, this is common -- some upstart company hired an Pilot's Federation member to screw them over.
And was damn successful at it.

You, on the other hand, were a paper rebel "sticking it to the man" by using text messages to tell them you weren't going to do their work because they're mean.
say, did you happen to find any of them settlement defence plans while you were there?
 
Yeh, i'm definitely skipping her, i worked hard (well ... long) to get my Allied status with Sirius and have an emotional 'head cannon' investment in keeping it.

So Uma can kiss my tiny rabbit butt.
The only cannon I have is the one on the prow of my ship.

What kind of rabbit doesn't love wanton destruction?

To be fair, there isn't a whole ton of fun game play to be had to explicitly achieve this goal. I tried a little cheese (and gained some PRs too) and a little "doing it normally" via the CZs, fighting against Sirius Corp. The latter was too slow to consider worth it, the former was very dull. Very, very, very dull. This was not game play.

In the end, I visited a Sirius owned settlement and took to murdering their staff. This took 3 round trips of a single extraction settlement and cost me 41k in murder bounties.

So, I'd have to say that it's not a particularly well-thought out game loop and agree somewhat with the OP irrespective of their method of completion. As an objective, much like the same basic ones in Horizons engineering, it's pretty thoughtless. I keep saying this but I consider the "complete x missions of y type" unlock process the finest Fdev have concocted to date. And not utilised enough. They're still a bit basic but at least they involve fun game play.
It might not be a particularly well thought out game loop, but it makes for a nice bit of "character": an engineer who just wants you to screw with Sirius Corp.

That said, I don't think it's a bad game loop either. Just go somewhere Sirius Corp operates and do do something that annoys them, which amounts to almost anything: oppose them in combat zones (ship or foot), doing missions for other factions, piracy, etc. It's just like gaining favour with a faction, really.

I couldn't find any high CZs when I was doing it. Medium CZs were slower than paint drying.

So I just murdered people for an hour.
Yeah, that works too!

I accidentally went to a High GCZ yesterday (thinking all the ones in the system were Low). I wasn't prepared for the other team being made up of 5* Generals!
 
Dunno - those unlocks limit you to exactly doing one thing - find X, do X, repeat.

One advantage of those type of requirements is that they have you do new things in Odyssey.
It would have been ok to ask for some still new game loops (e.g. infiltration missions against Sirius Corp assets) because...

At least with this unlock there are multiple paths - just that the OP chose the most boring and least rewarding (combat is slow, but you can use it to gain rank, PR farming is easy and gets you a new suit, killing Sirius got you combat against better troops (presumably)).

... by the time I got to unlock that Engineer, I was already in a good state vis-a-vis all sorts of data/items (one might as well pick up almost everything just in case it's useful) and had done all sorts of activities. That said, there is a bunch of Odyssey-only activities that I've yet to do.

And people (well, Jmanis) are always complaining there aren't enough reasons to do negative things.

Bit surprising the OP couldn't even work out why an engineer might have a grudge against Sirius, I guess they're new to the game. 🤷‍♀️
I guess Fdev assumes that they are not getting any new players, and that everybody knows everything about the lore so no need to tell anything in-game (they will just google it)./s

It's a missed opportunity to make the player feel that they are doing something bigger than just some menial task to unlock an engineer. They could have tell the story in-game.

That's the other thing that bothers me with Odyssey engineers: most of them have you do mostly negative and/or illegal actions without much context beside unlocking their services. It would have been better if:
  • There were alternative positive actions one could take instead. Sure, there are a few different level of hostility one could choose to get the various data/items but in the end you are still stealing a lot of stuff. I shake my head whenever I see the game's loading screen's tip about stealing "[...] just make sure no one sees you when doing it": such a totally lore-aligned advice given that the NPC will remind you that Federation Pilots are supposed to be squeaky clean whenever they catch you with bounties from another faction... Maybe it's just me wanting to play a law abiding Federation Pilot?
  • There were some background stories told in-game behind these actions that made you see the other side of it.
