On the KWS we were promised
We seem to be getting only
"The Kill warrant scanner grants a license to kill for any faction bounty linked to the current jurisdiction’s superpower"
unless the patch notes are incomplete?
No, it seems mostly to be there - in addition to what you quoted, looking through the Crime part of the patch:
"All bounties detected with the Kill Warrant Scanner are claimed when the ship is destroyed"
"Superpower bounties are issued once a ship has bounties in 5 or more factions affiliated with a superpower"
"NPCs have a chance to be affiliated with factions from nearby systems, and a smaller chance to be from further afield"
"Wanted NPCs may have secondary bounties issued by factions from other systems"
So looking at these, there seem to be three things outstanding from the original proposed changes, one a required clarification, one a change, and one entirely missing.
1. It seems there needs to be clarification on the following point - that the new KWS reveals all bounties on a ship. I'm guessing this must be the case, or some of the other features are a bit pointless (NPC's being from other systems and having secondary bounties). But it would be nice to have clarification.
2. You didn't quote it, but there has been a change - originally you were supposed to gain a Superpower bounty when you passed a certain credit value threshold of bounties from factions of that Superpower. This seems to have been changed so that the threshold is more from gaining bounties from more than 5 factions of that Superpower. This does mean you can build up millions of credits of bounties in a single Superpower system and still not gain the Superpower bounty.
3. The one thing entirely missing is that the KWS was going to prevent rep loss with all except criminal factions.
