Upgrade first installation in new colony?

If a person builds a small outpost to begin with when colonizing a system I understand that afterwards more installations can be built, based on points earned as installations are built in that system -- my question: can the first small station/installation be upgraded to a larger station later on? So after building several small stations/installations and a few more points have been earned can they be used to rebuild/enlarge an already built installation in that system?

I just want to choose where the first damn station goes. That is not at all where I wanted my first station to go. I did plan to put one on the last body, but not that kind of station. However? I did also wonder about upgrading because I think I failed to select the tier 3 option.

I think upgrading stations, installations would have part of the process.

The UI is a bit hit and miss with what will be the outcome of your “build”.
Sizes of landing pads (if any) should be given. And what economy should flag up pretty much throughout all the aspects of the UI. I know it’s a beta, but, feedback is part of the process.

Ooh, so those were the messages in those courier jobs that were promptly and angrily abandoned about 5 minutes into the trip when the full scale of the distance become apparent...
