@OP - The issue of IP or Copyright also includes a factor known as Derivative Use. This is the idea behind fan fiction and shared universes. You are creating original content within the IP holder's material.
If you are planning on writing within the Elite universe for personal use, Frontier has given that right to players. Anyone that has role played on the forums, or other venues, has performed Derivative Use.
You would need an IP attorney to tell you what is and is not legal in any given jurisdiction, but that is the general idea.
On the other hand, Copyright may or my not apply if you are writing outside the Elite universe. It would, as pointed out above, depend on common usage. As an example outside of the Star Catalogs, Aldebaran is a common Sci-Fi name.
