I'm curious - Mobius has 40,000 members with several others at near capacity, ummm can FDev enlighten us as to how many players are in OPEN at any one time, and is it more or less than the combined PG's?

If the latest large poll is taken as a reference :

Open is down to 49% of total Player activity. Tendency : declining.
All other Modes are populated by 51%. Tendency : increasing.
(Private Groups : 23% of Player Population , Solo Mode : 28% of Player Population)

12600 Players participated in the Survey, for what it's worth; Tendencies based on older Polls and purely off my Memory; I remember Open once sitting around 70% or more in the past in similar polls.

All they have to do is paint double yellow lines in the zone, and use "Loitering Enforcement" ships to patrol in pairs. When they see a CMDR being naughty, they slap a penalty notice on the cockpit glass. When challenged, "DID YOU GIVE ME A TICKET!?", they reply, "Don't know anything about it mate".
