Yeah. They're not going to try and beat you to death if you put up no resistance, though. That's why a fine makes much more sense for a stray shot than a bounty does.

That's only because they don't have lasers.......... and, seriously, my take on the game universe is that it's really, really mean. Maybe UK police are more forgiving, I've never hit one on purpose or mistake, but imagine you live in a less forgiving place. Like, for instance, the ED universe.
My main issue with the idea however, even of just giving a fine, is that at the moment this 'feature', while possibly broken and maybe even unrealistic, gives me something to handle while engaged in combat. Honestly, combat against NPCs is pretty easy, tbh, and having to check my awareness of other ships actually makes it that much more fun, rather than simply circle strafe and pew pew pew. Even hitting the cops and having to scarper makes it more fun.
I'd rather Frontier fixed some other things first, like made the AI more intelligent, having Expert NPCs that actually are a PITA, making it so there are more instances where you get gangbanged by three or more ships in USSes (like, pirates mates get annoyed when you try and pick off their eagle first), more obvious NPC hostile variety in different systems (that scales with system government / size). ~If~ they fixed that then, by all means, I'll support the change, but at the moment it would make the game that little bit more dull. For me at least.
