Just wanna share my experience. 
For those who are having trouble with smoothing or levelling the ground as I myself am not good at it. i tried using the water tool and found out it is much efficient in flattening the surface than the real flatten tool haha.
smooth results in raising the ground more than flattening it especially if its like bumpy. smooth is good for those corners especially around buildings and in giving you that nice slope feel in an enclosure.
Lower ground and flatten are useful if the angle isn't to high, you can control the ground much efficient like when building on tight corners.
and lastly if when you pop a building and you notice that the edges are sharp, just demolish it and flatten / lower the ground then smooth. then build the structure again. it should be levelled (most of the times) haha
the only problem is seem to have now is the fences + paths, especially if your after that 1mm of space to be correct... so if anyone has tips that would be awesome
