We feel robbed by frontier

My son had a glitch and got the dinosaurs from the deluxe pack for free (his brother just purchased it on his account). He never saw any message that this wasn't legit. The next time when he wanted to play the game, he couldn't open his safe file and a message was shown: Error. You are missing downloadable content required to load this save: deluxe content.
This means he has to buy this content or start all over. He never asked for this and doesn't want to start all over.
This glitch was not his fault and I am really angry about this. Is there any way to get in his file, without buying the content? We really feel robbed or held hostage by a game. I also feel that this is clearly forbidden and I trust that this will be fixed soon.

Are they playing on more than one console? (if on console) if so what one?

Microsoft Xbox for example, shares one gold account over one xbox providing that the owner of the gold account has made that Xbox his "Home Xbox".

Anyone using that "Home Xbox" will have access to all of the content that gold account owner has.

If however, the owner of the gold account sets, his or her friends xbox as their home account then only the owner of that gold account will have access to his stuff.

If on Xbox (PS4 may have something different) the best way round this would be for The brother with the deluxe content to set his home xbox to the brother without (or the living room xbox if there is only one) and then everyone on that xbox will have access. and will have the full content.

To put it another way.

Player X (brother 1 without the content)
Player Y (brother 2 with the content)
Player Z (brother 2's Mate)

Player X & Y both share Console A
Player Y has set Console A as his home console
Player X & Y both have access to all of Player Y's content

Player Y then decides to set Player Z's console (Console B) as his home console (Player Z may reciprocate to share a particular game that they both enjoy playing)
Player X then cannot access Player Y's content (due to that console manufacturers licensing agreement) on Console A
Player Y can still access all content on console A & B
Player Z can access all content on console B

To fix it, Player Y needs to set their "Home Console" back to Console A.

Player Y does not play on someone else’s console, just on the Playstation we have at home, so that won’t work. But thank you for trying to help.

In that case something worth trying on Player Y's Account:

[h=2]Activating a PS4 as Your Primary System[/h]
To activate a PS4 as the primary console for your PSN account, select Settings > PlayStation™Network/Account Management > Activate as Your Primary PS4 > Activate.

If your PS4 is set as the primary console for Player Y's account Player X should be able to play all of his brothers DLC (apart from pre-order bonuses).

Thank you, because of this the problem has been solved and now I have the content, and thanks to all the others that tried to help as well.
