Why is it too late? Ramm I know you really want your mods and think without them being implemented ASAP the game is pretty much done and dusted but it's too early to give up completely in my opinion in certain features being added. It is still relatively early in PC's life cycle (Elite D was released a couple of years earlier and is still receiving updates). Hopefully once Jurassic World is released more focus will be given to Planet Coaster as they won't have any completely new titles to work on (that we know of [wacky]). Weather would be a big thing to implement and they haven't ruled it out completely. This talk of Planet Coaster 2 is a little premature I'd say given it would be years (if at all) before we would ever see that.

Of course I would love both mods and weather. But I think it's too late because this has been suggested since 2015 and to actually still add this after all this time (without it raining inside) is gonna be difficult for the engine since we're already at the limits. Maybe by mods I would love that but I don't expect it from Frontier since they said no multiple times.
 
For this to happen, Frontier needs to get RID or, give the COBRA Engine a proper update!
They're updating Cobra all the time. However, when Frontier develops a game, they determine its requirements up-front and the changes to the engine that are required. The further through development they are, the harder it is to make fundamental changes as all the development work (art, audio, programming, etc.) is predicated on that version of the agent.

As they complete development on one iteration of the engine, they'll fold improvements into the central version that can then be used on new games. Backporting features from a later version of the engine to an earlier one is likely to be hard. For example, if you take a look at Jurassic World Evolution, you'll notice that Frontier have implemented some very nice looking weather effects. But while the JWE version of the engine is likely to have benefited from the PC development, it's unlikely to be as straightforward for PC to take advantage of all the JWE changes.

I think that's why people talk about Planet Coaster 2 a lot. It's generally easier to implement features when you're starting from a blank slate. I don't think that Frontier are done with PC yet though, and so I would think that any potential PC2 is a long way off. It would have to differentiate itself significantly from PC. I also think that they aren't dumb and know a thing or two about what the community want so it wouldn't surprise me if they designed the game with some aforethought to features they might want to add down the line. We can really only wait and hope that they want these features as badly as you or I do.
