I have a weekly Power Play task to collect 11 escape pods in Belarsh and turn them in at LTT 16910. Well I have the goods, but neither station's power contacts in LTT 16910 will take them and the search and rescue is grayed out. Am I missing something, or is it bugged?

Similar, I am to get escape pods from Jok Isuani and hand them in to the power contact at Kiliwatsuki. It lets me hand them in to the power contact, but I get zero merits and no mission progress. Well, there goes all the pods I collected.
I also can't complete a hologram scanning mission. I no longer get merits or mission credit for scanning them in the specified system.
Maybe I am doing these missions "wrong".
I had stopped doing the weekly missions back a month ago because they seemed a waste of time. Tried again this week. Some were quick and easy but the bugged ones completely waste my time and any fun I was having is lost.

LTT 16910 is owned by an Anarchy faction, which disables S&R. Try a different station in the system NOT owned by the Anarchy faction, for example Engle Installation has S&R according to Inara.
Jok Isuani is unoccupied, and is 24 Ly from Kiliwatsuki, which is merely Fortified. This is a straight game bug you can't do anything about.
