I have a new name: FNS Unobtainium
It will be a very unique FC in that it will have a cloaking device that hides it from all players, including myself!
This thread, and the other threads on this topic in the past year or so, are the reason why I strongly suspect Carriers will not be nameable. Players simply can't be trusted to keep names "sensible" and FD have neither the time nor resources to properly police it. Prediction: you'll get a random alphanumeric licence-plate-style serial number assigned to it, and you won't be able to change it.
The other thing, of course: they're going to need unique names, to tell them apart. Otherwise there'll be a thousand Galacticas, a thousand Vindicators, a thousand Attempts-at-slipping-profanity-through, etc.
If for some reason they allow naming, I think (again, suspect without knowledge) that it'll be first come, first served. And again, once selected, you won't be allowed to change it, ever.

While we don't know whether carriers will be nameable... that logic does not follow. We are permitted to name our ships, with the only "policing" done being automated with the overzealous profanity filter.
It stands to reason that, if we were able to name our carriers, they would fall under the same restrictions as our ship names.
Q. Are Fleet Carrier names unique?
A. Fleet Carrier names are not unique across the galaxy and can be changed by the owner. However, each Fleet Carrier has a unique callsign that appears on the Navigation Panel which cannot be changed.
