What determines the state of EDO settlements?

Do you use the charger for that?
No, bullets. You can't die, despite getting "critically injured" you just "lose consciousness". I assume it works the same for NPCs, so I've never really understood why the bounty mentions "murder" anyway. Chip 'n Dale Rescue Rangers for the win.

Lockdown for sure has the settlement powered down, but no bodies for stealing access level.

How do you plan to get data in a powered down settlement - unless you plan to power it up and attract lots of unwanted attention.

I know we can power up terminals individually, but we can't power up data ports can we ?

Please don't, I have yet to find a single one! No, I haven't been focused on them at all yet, but it still seems odd that in all the CMD buildings I've been to there was not a single one. Or perhaps it was in the one I forgot to check for data. ;)

Only way is to power up the entire settlement, which might indeed attract some attention
 
When there's a war or civil in a system, the number of cz wins for each side at a particular odyssey settlement determines who gets to take it over after the war - or so I believe.

So if you're supporting a faction and there's a war, it's best to fight one CZ at each settlement instead of repeatedly doing CZs in one settlement.

If there's an election instead of a war (factions are the same type and superpower), I don't know what happens with the ownership of settlements.

Election works in Horizons style. Odyssey settlements may become the goal for an entire election.

Yes - powering it up. I usually don't get dropships when powering up a settlement. It does happen, though.

Data ports cannot be charged.

Opinion polls are found in HAB buildings.
 
No attention drawn if everyone is dead before you plug the power regulator in?
Quite often I had some commandos drop in either when I powered up a settlement (with my own regulator) or when I took it back.

I even had them spawning from their little buildings that we can’t enter.
 
I dunno, I'd say players certainly have an influence - more or less everything in Iah Bulu is offline, with us lot having used the place as a glorified Lidl!
