Elite 2 came with three books. Three! And I read them all and enjoyed them all. I loved how the manual had a solicitors' letter informing you that you'd just inherited a ship and 100Cr.

To be honest, I was looking for the same info as the OP and I found it easier with Google in the Elite wiki
Why is the wiki better structured than the official game manual? well, it beats me - but one potential answer is that it wasn't done by FDev
