Depends on the time you spend for ED, and how you explore I think... At maximum a FC upkeep is ~30mio... Without the outfitting service, can you still refit your ships on board and hold all modules (up to the 120 unit limits)?
I do have outfitting and upkeep is usually around 13m. No shipyard though, as this seems one of the most expensive services when it comes to upkeep.
Refuel is useful if like me you use different ships for exploring and mining. I scoop to keep my Dolphin scout/mapper half full, but I use the FC to refuel my 'Vette after a mining session, just too lazy to fly to the star after a couple hours in the rings. Exploradata can easily cover FC expenses including jump maintenance (100k per jump). My expenses run to less than 12M per week. Since FCs dropped I have made around 600M from exploration alone and that's after expenses and the cut the FC takes. I am not anywhere near the bubble however, so virgin systems are more common, and they give bonuses for both discovery and mapping. I map extensively though not always entirely, depends on the system. When first heading out things were a bit leaner but I could still recoup all costs. If you mine to recover fuel use after every one or two carrier jumps, rather than going for huge amounts of Rocket Tea, then your ratio of mining to exploration time can be as high as 1:10, which is typical for me if all I do is replace used fuel. As others said, it depends how much you explore. Personally I can say that the mandatory UC fee alone covers my expanses. My carrier has 7 years worth of credits on board and the last time I sold data it went up by about 1 month worth of credits, and that was after 3 weeks of scanning (about 1500 systems).And a follow-up question: does exploration data actually pay enough to cover the weekly maintenance?
