From what I have seen on the Forums it stands for "We are totaly not the guys from Eve, really! (dammit, who forgott to came up with a new name to better disguise us?!)"
Sounds more like anarchy to me than freedom, depending on how one uses that freedom......although technically, by definition, your statement here is correct. As in freedom = the power to act, speak or think as one wants (according to one definition, but others basically say the same with other words). However, when one uses that freedom to act outside of the law, you become an outlaw, a criminal AND that usually has consequences such as the risk that you will lose that freedom. A consequence that is not present in-game. Freedom may give one the ability to act, speak or think as one wants but it does not automatically follow that it comes with the right to impose those actions on others without consequence.
I know for a fact cos I saw it on t'internet that it's

I didn't think it stood for anything - just something about the pirate 'code' or what have you
Come now, Goonsquad's more fun than that. A fleet of goons would've been doing more interesting things, like telling us which diseases were the reasons for the orbital's closing.I thought it stood for

Just because thy are in OPEN and ruin OPEN for the masses. So why are C.O.D.E. not in a Private Group huh?!Why are we allow to openly mock a Player group, including masked profanity
Not liking what they did does not give us licence to cease following the rules ourselves where they are concerned
That this thread continues suggests it is permissible we can start a thread mocking any in game group we like and encourage a mob mentality to ridicule them.
Consider you actions when you later claim you have the right to do so as "they were the bully first."
