what does "LAWLESS" mean?

So I am pledged to ZH.
In a controlled system.
At a low intensity conflict zone.
I see system defence forces and federal navy.
All scan lawless.

What do I do?

In all seriousness though it means the npc or player is not covered by any legal rights so cannot have crimes committed against them
