What does this symbol in the Nav Page mean?

It looks like a scale, but it's on every single icon in the nav page.

What does it mean?

You're WANTED or have a fine in that system. Some controlling factions may be Anarchy, so those stations won't have the symbol.

Anonymous access. You have a fine or bounty.

It means you have an active fine against you in that system. When you dock you'll be granted "Anonymous Access" and you'll need to pay the fine before accessing most of the starport services.

If you are on PC you can check your journal. It's located in 'Saved Games\FrontierDevelopments\EliteDangerous'
With the right tool (eg. notepad++) you can do a global text search for "event":"CommitCrime" over several files. This will get you a nice criminal record.
