I have UNLOCKED the Guardian Shield Booster, and now I can't see it on the Outfitting page what.....

You have to go to a station that has a Guardian technology Broker. Even then, each one has different stuff, so you have to go to the right one.

A station with a Human Tech Broker stocks all the Human Tech stuff?
