What is HR 4413?

Okay so this system just appeared in 1.3 (or just before)

It is a 0 population, no economy, no allegiance, no gov't system that requires a system permit.

My crew only discovered it as it popped up right in the middle of our favourite trading route.

So, anyone know what is here, or how to get the permit?

It was there pre 1.3 as far as I know.
Yeah probably that. I expect its locked for future storytelling and/or galaxy development. There are a few like that (see this thread here):

Maybe it's a future CG target for colonization?

HR 4413 is also designated HD 99453, an F7V type star some 90 LY from Sol. I am not ingame at the moment, but the system looks pretty normal to me.
The star has Carbon lines in it which hints at stellar fusion being in a late stae. Maybe FD wants to do a mission of "Prevent Nova" or something

Other than that, no clue. Will check ingame when I'm online.

The Galaxy map seems to show more stars on screen than before, compared in a similar level of zoom, so it might have always been there, just not visible.
