So I am currently in ochosi doing data deliveries for ranking up in the federation, I am wondering if this is still the best system to do this in or not? Only because the data delivery missions are quite hit and miss.
What is the best Federation rank up area?

Right this minute, probably rescuing Fed Factions@Cornsar folks + escape pods etc.
Sothis ---> Ceos
Sothis Mining passenger missions to Ceos
47 Draconis if its currently Fed usually has Data / Donations
Any system that has Damaged Stations that has a Fed faction
Any system that is Fed Controlled with a -Negative System State
OR
Sell goods to a Fed Controlled System
Trades
Or selling of Exploration Data will increase Fed Rank as long as System is Fed Controlled

Tbh Sothis Ceos works well only at lower ranks
Cargo missions between Canopus and Exphiay with a Cutter. Two fedneck system
Station is 40k ls in and you'll get dozens of interdictions, but if you fly a reasonably engineered Cutter you'll be fine..
