Small: Dolphin. Full stop. No other small ship comes even close (unless, maybe, you got the Cobra Mk.IV). Haven't tested this build (just took my regular long range pax laodout, swapped out the scoop for another cabin and changed the engineering on the PP), but it should do the job, running nice and cool. Maybe replace the DSS with an AFMU, if you're feeling paranoid. Fastest Medium is the Mamba, but can't carry much. Largest Medium is the Python, but can't boost out of a wet paper bag.
Similar for Smalls - if you want fast, you can start an endless discussion between the fans of the iEagle and the Viper. One is slightly faster in a straight line, the other can actually get around corners. Neither of the two has any significant passenger space. With respect to cargo space, the Dolphin (or the Cobra Mk.IV) lead by a large margin - but are hopelessly outclassed (for a small ship) when it comes to speed.
With Large ships, it's easier - the one with the most cargo space is also the fastest. In a straight line at least. Turning, as you may have fond out, can be a bit tricky, though.
So it boils down to your personal preference - where do you put the greater weight? Speed, agility (I know, you didn't mention this one), cargo space, jump range - choose one. There is no single absolute best ship that unites all (or even multiple) aspects in one package.

So, I haven't tangled with Glaives yet (do they do hyperdictions in evac systems?), but for everything else, if you can boost in the upper 500 range while keeping a cool ship (heatsinks if necessary), they won't be able to track you fast enough to get a lock on you. The AXI people use(d?) a variant of this tactic as "cold orbiting" - but yes, for evac missions, we don't want to mess with the 'goids, we want to avoid having to mess with them in the first place.and you need to out run those speeds or destroy them

Thargoid speeds per their own ship designs are set speeds, and you need to out run those speeds or destroy them. Im not focusing on destroying them at all. So i read and saw multiple videos that say 650 in boost speed. Any ships that fast that can carry 100+ passengers?

A stripped down Orca could handle 96 passengers and boost to 642 m/s. But you'l lhave no shields and can't make it from the warzone to the rescue ships without refuelling. And the Orca already needs a large pad (although it essentially is a medium ship).
A stripped iClipper could also do those 642 m/s with 92 pax (no size 7 passenger cabins...), but would have trouble even getting out of the war zone before having to dock for refuelling.
A stripped down Phantom will boost to 590 m/s with 94 pax, again shieldless, but could at least get you from here to there on one tank of fuel

Yes and no. Thargoid War evacuations offer two kinds of evac options - regular passengers, which as you might guess go through the passenger cabins, and injured/wounded/critically wounded take cargo racks due to being placed in escape pods.Oh so its not cargo holds its passenger cabins for escapees

There is no "best" by hard numbers here, because the "best" ship for EVAC missions is always a balance between speed, capacity and skill. Yes, there is a skill factor involved. Leaving Glaives aside for a moment, if you know what you are doing, the "best" medium ship is probably a paper Python with engineered drives because of the capacity. As long as it boosts faster than 450 and the pilot knows what to do, Interceptor or Scout interdictions are not an issue. But said paper plane leaves little margin for error. And then there are Glaives, who reduce that margin to zero.
There is no objective "best" in this case.

IMO, the Cutter is best used for mixed transport. Mine goes with 124 passengers and 256 cargo - could make that more [passengers] if I stripped the shield and put hulls into the military compartments. Not interested in ditching the FSD booster on it for just 16 more.From the large ships, you either focus on speed - Cutter can do 168 passengers
