I mean, of this icon.
Recently started playing again after about a year and a half. I'm loving all the new stuff!

Welcome back, CMDR. This is to denote a surface base, which is a location similar to an orbiting station, or outpost (with similar restrictions on landing pad sizes). This example is a cargo run, to a surface base.
So you have yet to make your first landing? Make sure to check the gravity on approach. Some planets can be... Tricky. Also, make sure to go on your control settings and set all the commands for your srv (and make sure to fit one at a local station). You won't need one for docking at an outpost, but they can be fun

Be sure you actually LAUNCH Horizons... I spent the first hour of 2.1 wondering why I couldn't ever land on a planet. Kept trying another ship, a different planet, and kept "dropping out, too close!"
Turned out I was still opening 1.6 from the game launcher. Had no idea Horizons was a separate game launcher... I just assumed 1.6 would have updated to 2.1.
