Agree completely. Stop worrying over stacking and let us play the game!
Judging from their comments during Q&A's it isn't about stacking, it's about server load.
Each player pulls a different set of missions that has to be generated every 15 minutes or pulled from memory if you check the mission board more often than every 15 minutes. Doesn't seem like a huge deal, but the servers are also dealing with dozens of other things for every player currently connected.
Presumably, this is what led to the problem that led to people taking 2-5 minutes to open up the mission board on heavy traffic servers.
Surface bases offer missions even under lockdown.

I have visited several surface bases that had no missions at all.
Can't remember the state they were in though.
Been doing HIPWu imperial ranking missions for about three weeks now logging in daily for between one and two hours. I think only once in all this time have I had the dreaded 0/0 scenario and this righted itself on the next refresh. Very rarely do i travel with less than 20 missions...
Oh, there definitely ARE bases without missions. But for different reasons. (RNG frogs, etc...)
What I meant was - If the system is in lockdown, you can be sure that stations won't have any missions. But surface bases can.
