What non locked system has the best shipyard

Like the title says,which system has the best shipyard.
a) most variety
b) cheapest

Overall I always outfit at Ly Young Space due to the 15% discount at ships/modules. Usually any high-tech stations in that faction would have a good amount of available modules.

My preferred places are:

WURU
ITZA (this is the best for outfitting since it has 4 well equipped space stations (and some other outposts to, but I personally can't use them).

I'm almost certain this two systems cover almost every module available to date.

I use Diaguandri for my main fleet, it stocks all modules 99% of the time with a 15% discount, very good selection of ships. HIP 20277 stocks all modules and a huge variety of ships (Empire space) Brestling stocks all ships and modules but prices are higher than normal (Surface Port).

My systems of choice are 7 Amdromedae and 6 Andromedae if 7 didn't have what I needed.

Both are in the 15% PowerPlay discount region, are easy to remember, and so far have stocked absolutely everything I ever needed.
