What PVE build kills human NPC ships the fasted?

Engineered a Corvette today. Tried multi-cannon and laser builds, but killing still seems slow compared to a video I seen of a Chieftain killing NPCs.
Engineered MC's Overcharged with one corresive (the other I use autoloader)
Engineered Pulse Lasers Long Range (one I use Phasing, other scrambled) pluse two Focused smaller Pulse lasers.

Then engineer everything else to tailor. The vette isn't overly manueverable even with Engineered thrusters but it will make quicker work of smaller elite ships if you can stay on target and relatively close, try to avoid jousting although it can be a pain in a Vette. I also use gimballed so I am F'd when they start chaffing. The vette is tank and can stay in combat for awhile depending on your build. I use Prismatic Shields and have about 5k shield points.

This is how I run it. I am by no means an expert (despite my tag, ackshully it's master now) and do what I can the fastest. I am now starting my Goid hunting expedition so I will attempting scouts once I get the appropriate stuff for Guardians.

I did Combat Elite initially with a Laser / MC 'Vette' in a compromised Nav Beacon before moving onto an AX Krait.

Nothing wrong with the Laser / MC Vette - one of the smaller hardpoints had corrosive ammo.
It was very efficient, lasers to take down shields MC to finish them off.
I could be in the CNB for a full evening without needing to return / restock.
It wasn't as quick as the AX Krait though at ranking up.

Don't take a pilot - what you gain in additional firepower, you more than lose in lost XP.

For my multi-cannons
I have x2 size 4 gimbled G5 overcharged multi-cannons with autoloader
x1 size 1 gimbled multi-cannon G5 ammo cap with corrosive shell
x1 size 1 gimbled multi-cannon G5 ammo cap with incendiary rounds

Not really bothered with cannons before, need to look into them.
Fragment cannons are extremely deadly at close range, which is where the Vulture likes to stay. Like a parasite attached to the hull.
If memory serves, last night i ran a quick kill missions vs 1 elite Corvette. The shields dropped in about 3 volleys and the ship exploded in about 4 volley.
1 Volley = three shots per cannon. Which is one clip from a fragment cannon.
you can fire off an entire clip quite rapidly. i spend more time waiting for rearm then it takes to fire them.

Any pulse lasers? I think they help deterioate shields pretty quick. I thought about swapping out one of my focused pulse lasers for another MC with incindiary ammo.

Edit: I found a guide on reddit that suggests going to an anarchy system w/outbreak and other conditions. Problem is, finding those conditions on Inara proved impossible and I am not going to manually look in the Galaxy Map for these conditions (as was also suggested in reddit). I just hunt in a Compromised Nav Beacon. I am sure there are better places. So I dunno what will make it quicker. It's a grind no matter what and I think as I have often read that Thargoid Scouts is the quickest way to do it in the long run. But it is nice to break up the combat monotony

The corvette is good and will murder things fast, but since it's so sluggish you'll end up with some downtime moving on to the next target - and this is really noticable if you're popping elite eagles in a CNB or something, where the targets take next to no time to actually kill once you finally reach them.

Personally I'd use one of the kraits since it's still got a C7 distributor and you'll happily break 500 on a boost, which makes moving from one kill to the next a lot easier.

I like fuel plasmas and an extra fuel tank for grinding NPC combat myself. Maybe a fixed beam for smaller targets.

I can still slap NPCs with plasma until I get bored, and ammo isn't really a concern with a big enough tank.

I would not call playing from when the game first came out until the present day fast. Still have 91% of deadly to do for my tripple elite decal :p
That last step to Elite is sadly a painful grind. If you are like me, and decided to get Elite because you where simply tired of looking at "Deadly" in the right panel, then those Thargoid scouts are your only option when speed is a concern. The target rich environment is way to tempting. I also tried buzzing around a compromised nav beacon for a change of pace but after a few hours headed right back to the Scouts.
For that grind i used a Challenger with 2 gauss cannons, 1 AX multi turret. along with a pair of regular gimbled multicannons.
Though it felt like a pain then, i can admit in hindsight, it was far more engaging and entertaining to take out scouts with Gauss Cannons then any other NPC combat before or after.
