What the hell has just happened to the performance??? Halved framerate from April Update?

haven't played for a few months until today, my FPs is very jittery around stations.. complete game changer in performance loss.. whats is going on?

16gbram
gtx1080 (5ghz mem 2ghz clock) (1080p 1.50 upscale settings and mainly ultra)
 
So I'll add myself to this list. Been away for a few weeks and on the same system, same settings as before (everything max) and I am seeing... well a large hit doesn't do it justice, I'm seeing 30fps maybe? Prior to the update 170+.

The system in question is an I9-9900k 5G, 64Gb Ram and a 2080Ti FTW3 Hybrid. Hell, my "old" 1080Ti hit the same numbers.

Turning FX off did nothing.
Deleting the graphics options under appdata did nothing.

But I am noticing something odd and wonder if anyone else can confirm this, using EVGA PX1 the card is acting like it is in low power mode and not increasing the core clock when it is needed. it spikes to 1350Mhz, which is normal, but when you get into the actual game menu or into the game the GPU doesn't ramp back up to working levels. No there is nothing wrong with this computer. Fresh install, new hardware all around, and it will happily chew up and spit out whatever I have thrown at it so far.

Whats even weirder is when I move outside of the window for the game (borderless window) the GPU starts to behave like it should when its services are needed (MOST OF THE TIME). The second I bring the game back into focus it goes to crap again.

I was going to do a spreadsheet of the clocks and FPS with each setting enabled individually to see where the biggest hit was but after I got about a third of the way through it I realized all I was changing was the FPS slightly and the setting enabled. I had just been copying the same information in so I quit doing that and I will just put the two points that actually show a real difference, and yes I know that the settings have a lot to do with the FPS jump from max settings to low settings. There is no reason for this loss besides a bad patch that was properly vetted by so many people that there's no way it can have a prob....oh wait.

I am glad you said that, because I am still getting frame rate drops in places I never used to, and I thought it had all been fixed by the 2nd patch update...

(What I really don’t get is why the frame rate goes down the tubes when looking at something entirely static, like the sysmap or commodity screen, compared to flight outside of a station. Inside a station is still noticeably worse than it was prior to the April patch for me)
